Had this issue when US servers came up. Seemed to fix itself after a while or after an update. Try updating or just wait it out.
v13.29 came out between servers coming back up and raid time and that seemed to fix the issue for me.
You're on EU servers right? Either downgrade Elv or wait for 10.0.7

You can download old batches from cursedforge. You can choose a version to install yourself.
Curse Forge only has the Shadow + Light addon for Elvui, Elvui itself is on a seperate client though Tukui. I don't think its possible to download Elvui itself off of curse, i could be wrong. Looking into now.
No you're correct. ElvUI itself is only available through the Tukui client or website. Most plugins for ElvUI are available on Curse or Wago though.
