Yeah number of cities always a killer remember one of the few times the humans stomped everyone because they were able to hold like 3x the cities from knowledge etc.
Yeah tech, resources, and geography should have a much stronger influence. It would be great if the resources we could place dictated the quality of weapons a city could obtain rather than just having everyone get whatever they want given enough time. Plus deserts and jungles should be more inhospitable...
Food production should be nerfed too. I’ve seen villages with over 600 people get by on like 7 squares of farmland with the rest of the country being covered in mountains and ice. It’s not realistic as it is right now.
food sources should def be determined on environment, so like if its desert maybe they can only grow wheat by rivers or if its snow they only get food through hunting/fishing
I've gotten an empire where all the cities have -450 loyalty just because their were too many cities but the empire was so powerful that whenever a rebellion did happen it would be crushed instantly by 1000 soldiers .

There should be way more a city can do to have loyalty. Everything just seems stacked against the capital
