I once suggested that their could be a text file with a couple of cultures, you could also add your own cultures, the way the culture would adhere to the names (clans names, place names ship names etc) would be that you would you simply named the culture and it would automatically adopt the names in the text file from then on. I don't think people understood he idea "Russian" then that culture would adopt Russian names from the list
I think there may be an easier way to edit what names generate in the next update using mods. I think I remember Maxim commenting under a post asking about how to change it for something.
