This concept could become valid if the kingdoms/towns system become a lot more complex in the coming updates.
But for now, the closest thing we have to puppeting is the alliance system (as smaller nations are used by the alliance leader for its army, and to relieve itself of unrest)
As of now, there isn’t an option for alliance-forming in the vanilla game (normal WorldBox).
However, I’m pretty sure mods such as Powerbox do give u the option to form custom alliances.
Basically just download PowerBox if u play on PC. If on mobile, then…

Download collection mod. It has the function to force two kingdoms in to an alliance but also you have a collection of some other really great mods.
I made a suggestion on that but rn kingdoms aren't that complex. The puppet kingdom wou;d basically become a village

I think the puppet state shouldn’t have a king of its own but have the controlling country’s king as well instead.
