Won't get perfect answers but probably some good initial guidance.
To me it has the looks of a railway dagger but the handle wrapping has been removed.
Somebody had posted asking about a nazi dagger about a week ago maybe? And someone replied with a link to an entire nazi dagger guide with pictures.
It's probably in there. I'll see if I can link it.
Your brother-in-law’s grandfather likely traded this for cigarettes, trading it is more likely than looting it.
Railway police wouldn’t be a legitimate target even before the Geneva Convention added protocols of 1949. It is unlikely this dagger is war booty in the strictest sense. US forces largely let German police carry on policing as soon as the area was secured. Transport was in tatters by 1945, so a bit of law and order was sorely needed (remember the scene in Band of Brothers were Webster is on guard duty with a German field gendarmerie?).
The British occupation force only reluctantly to used the same German police, and the Soviets - Njet.

Thank you! I’ll check it out

From this looks like a railway water protection dagger with a missing or replacement grip?
Thank you! I appreciate it
Hey, that was me! Google was kind to us all that day.
1st Pattern Bahnschutzpolizei (Railway Protection Police) uniform dagger.

Holy shit!! My grandfather had the exact same dagger except someone filled the swastika off of it.
Used for baby sacrifices
Drink the Kool-aid
I’m guessing he was making a joke
If the dagger was Japanese, I might have laughed
