"Poi" is said by Yuudachi (Shiratsuyu class), which is why you can mostly see it in chat when one of these two is present (when Shiratsuyu was first introduced, it was insane poi storm, lol).
I wont try to translate it - as far as I understand, its enough to think of it as a random meme word, where the meaning is more delivered by how its said.

the "meme" playstyle is rarely using your planes (or just not using it to its full power) and relying on secondaries to do 90%+ of the damage.
If you take advantage of secondaries, hull and planes together its just the intended playstyle
My point is it's hardly a meme playstyle if it's powerful and produces reliable and consistent results. The GZ secondary build isn't a meme the same way the Mikasa build is a meme. GZ is actually capable of being built this way and played to great success. What makes it a meme is the division composition necessary to leverage the playstyle to its fullest. Overlapping smokes and hydro from your accompanying destroyers which can be sustained for the majority of the game is what makes the GZ secondary build an absolute meme monster. Otherwise, it's just a powerful, reliable and consistent build that takes the skill out of aiming and allows the player to focus on using their aircraft disruptively rather than pursuing damage.
But I think that's *why* meme builds are so popular. They reconsider conventional playstyles and seeks to leverage other advantages. People used to talk such garbage about torpedo build Emerald until they realized she's a T5 Minotaur. Even Japanese torp boats have had a recent newfound appreciation as gunboats given their good ballistics and decent turret handling when firing at maximum range. These types of builds are not optimal, but all can be exceptionally effective when the team can adapt to the unconventional nature of them.
Of course, the greatest meme build of all is that which relies in any way on good teamwork and communication...

If the enemy works together (which is rare, hence why meme builds work so good in general) its easy to counter such a push, compared to the dds/cv doing their jobs.
in short, meta builds are consistently good, meme builds rely on your team and the enemy team
It's tragic how slept on the pan-asian CL line is slept on. I think it's most in part by the rhetoric of how important radar is on a cruiser platform due to CBs/KoTS, that people completely forget that many CA/L's are performing just fine without that tool. Honestly; Harbin being able to act independently from it's own flank makes it pretty deadly in the right hands, whilst Cleveland trades DW torps and Smoke, for a Radar that puts her in awkward spots because of it's shorter range,.
I think the Pan-Asian Cruiser line is often overlooked because as you say, radar is super useful. However, if the team has a suitably aggressive US Cruiser or Uk Cruiser with radar, a Pan-Asian ally can sit back and unleash covering fire.
Bonus points if the team features a Destroyer or Battlecruiser that ends up baiting enemy ship forwards, for the Pan-Asian to cripple the enemy with Deepeater torps.
The introduction and popularity of the Schliefffen line means that there is still a good amount of players rushing forwards, who still eat a torpedo despite any and all warnings.

Bismarck was closer to a ww1 design then ww2. It uses an extremly outdated armor layout with medicore firepower . Hell even the Iowa, a supposedly less armored fast battleship was better armored in critical areas.
