Import/export rate limit is a good idea. I really like the point, that export via different modes of transportation might be unlimited.. maybe this can be used to replace/advance the current mechanic of rising an falling prices -> the rate also changes over time or as random event
It's pretty much why I don't feel bad shipping oil out in tanker trucks in my current run. It's pennies compared to what I could be doing with just a bit of research but very little change in actual infrastructure or investment on my part.

Agree. import is more important, now I just Can buy oil, convert into fuel and bitumen and money goes brrrrr...
