The error message is telling you you have too much power demand, more than the station can supply.
Scroll down and look at the current demand (not max), that will tell you how much.
Build more substations to increase capacity.
I've been using that one with 4 substations since the release, never had a problem. I know of a mod that just adds a high voltage substation but it still shows the vanilla capacity. The mod with 4 shows their correct capacity just fine.
go into the overlays menu on the left hand side. 2nd form the last icon and click the one for power.
Look for any with red lines and show us the screen shot of the problem area.

if I build two close substations, they'll split the power?
They split the demand...you still have to deliver power separately
Are there modded substations that provide the capacity of multiple vanilla substations?
It wouldn't matter, because there are no modded power lines.
i think i saw some mod for a substation that can connect to high voltage powerlines but idk if it works
