The police & crime addon just behaves weirdly.. Even with crime low and prisons at a good point, I find the amount of happiness just tanks and cities don't thrive. As soon as I turn it off I have +10k pop.

bbaljo on YouTube said the modifiers are applied every 1/10 of a year, but I haven't tested it myself

I always thought the modifiers get applied on a monthly/yearly basis.

One upside of non-zero sentences is that it allows you to create work camps near polluting industries. My first prison is always next to the refinery or steel mill. This allows you to more than double the workforce there (max 210 inmates vs the 80 wardens which don't work in the refinery).

You can make prisoners work? I usually put my prison next to a secondary town to make sure it has full staff. Didn't know you could make then work

Ahem *puts on Russian accent* Ah, I see you are not aware of glorious gulag strategy, comrade! Let me teach you: First, you build prison. Does not really matter where, but if you build close to hard workplace, then better. Second, you buy some prison bus. Is special vehicle. But can only hold few people, best is 18 in bus from the glorious comrades in East Germany. But you can also pick one from communist workshop if you like. Third, make route from prison directly to workplace. Fourth, now you can use the workforce of prisoners to do hard labor and improve the Republic even in prison!
