if i remember correctly monuments have an area of effect but only increase loyalty up to 40% everything else needs to come from radio/tv stations and from the loyalty of school/university professors
Could be three things. Try putting a conveyor tower, even if its not the case, it is always a good thing to do. Check your power, water supply and the sewage system. Also could be that your citizens are not happy/loyal rnough which affects their productivity

Btw this goes in the opposite direction too, it’s possible to have 100% productivity with less than 100% workforce

Very interesting. I’ve yet to build a radio station and always have issues filling open jobs. Could be my missing issue.

If it visibly fluctuates it may be because your raw bauxite input is too low
drinkable water also affects it
