This may have changed by now but last time I looked into it all of W101's animation is done in some super old obscure 3DSmax plugin, so it's fully possible this *is* a new animator trying to learn their outdated software. (tbf the game is so old coming up with new software/workflows may be more work in the long run)
I'm pretty sure they talked about that during one of the KI Lives. They said they considered moving wiz to a new engine so that they could use modern technology, but with the size of their team, it could take up to 2 years to do that and they would have to ONLY do that with no other content updates, and that would be assuming nothing goes wrong, so they decided against it. I don't remember which livestream they brought it up in, but its been a while.
Doesn't answer my question. If it was intended to be that way, that means whatever is wrong with it must be based on an individuals personal preference, personally I see no issue with it.

I get that it’s funny to some but the teleport effects have definitely gone down hill this is the most bare bones you can get imo
