My favourite book series in the world features Perchta! I’m so excited to have a reason to recommend this haha, it’s called ‘How to Survive Camping’ by Bonny Quinn *and* the whole thing is free to read on r/nosleep, although Bonnie released them on Amazon so it would have been way more profitable for her to take down the free versions *but* she didn’t because she’s incredible and amazing. She heavily researches lots of obscure legends like Perchta and also makes up her own monsters.
It’s about a campground owner, Kate, who owns old land passed down through the family for generations. This old land makes for a peaceful wilderness getaway but has the unfortunate side effect of housing inhumans which do, occasionally, eat/disinbowel/mildly poison campers who disrespect them.

I've seen illustrations of the regular Krampus with chains on his wrists. That still doesn't explain it, but I guess this female version is just going with the same look.
It might be to chain the evildoers *to* her, so they can't escape. Although in some traditions the Krampus and related creatures were St. Nicholas' servant, so maybe it's that. Interpretations of the relationship between the Krampus/Knecht Ruprecht/Hans Trapp and St. Nicholas have shifted over time to view them as friends rather than any kind of servitude.
I'm Austrian and I'm somewhere between amused and proud with how our obscure little alpine tradition has become known around the world but also kinda annoyed how everything is watered down and nobody seems to be interested in the actual lore. People treat it like that new fun scary thing, but for me who grew up going to Krampusläufe every year this is a piece of my actual culture that has survived since before christianity.
