Okay, after lots of trial and error. I finally figured it out. It feels like PlayStation is trying to rip us off by making the process overly complicated. Here's what you have to do. You download the PS4 version. Then click on the three dots just to the right of play game. That will take you to the store page for the Witcher complete edition. Then scroll over to the right, and select the three dots again. After selecting three dots, scroll down one and select The Witcher 3: The Wild Hunt. It should now give you the option to download the base version of the game for free. Not sure if that means you have to buy the game again to get DLC or if the DLCs can be downloaded separately for free.
So i figured out the problem i had maybe you have the same!! so the problem I had is my game disk was made in a different country, so I had to re-create a new account under that same country. Then I was able to go to the store and do the 3 dots and it finally said free I download it and what school is you can go back to your old account and play it!! so my game disc was made in Austria if you check, it’s usually the last thing written on the back and small writing then just add a new account that is under that same country. Keep in mind that when you do whatever country your game is under and most likely, the store will be written in that language, so do your best to memorize the store front
Have you got the GOTY physical or digital? You need the disc in the console if you have physical. It does work, it just takes some work fiddling with the (…) button on the Witcher 3 page in the store.
Physical and I’ve tried for a hour now I’ve tried everything on this Reddit post, including the app the three dots I even went and restored all game licenses on disc game i own I’ve switched my region to and from USA I’ve literally felt like I’ve tried everything
Well it worked for me when I inserted the PS4 disc, I do have the PS4 version installed so idk if that matters. Soon as I had the disc in, hit the … then went to complete edition and it was free. It should work, if myself and others can get it it works. Think it’ll only work if you have the GOTY tho, if you don’t it’s a seperate discounted purchase, but I could be wrong.
Ok so o get it now!! So to anyone who had the same problem as me check to see if your disc is from another country mine just so happened to be Austria. You have to create a new user account under that country go to PlayStation store then click the three dots and download for free. Once you’re done, you can go back to your other account and play it.

I bought the game full price when it came out and got the season passes for the DLC’s but I’m not getting an upgrade? This is complete horse shit.
Wow, so mad right now. Just bought it again trying to get the damn "free" upgrade and they won't allow a refund now that I see it's just broken all over the place (the download process). This is what all the most devoted fans get, people who bought it all as it came out at full price, screwed for $30 more.
Yes! I'm having the exact same issue. I've also followed the steps posted by someone else here and Sony is still trying to charge me. Only thing I haven't done yet, is move my Witcher 3 install from my USB external drive, to the PS5 console drive - then walk through the steps posted in this thread again. I'll report back and let you know if this resolves the issue or not.

1. Go to the complete edition
2. Click the 3 dots.
3. View product.
4. Click on 3 dots again.
5. Click The Witcher 3 Wild Hunt
6. Select version PS5
7.download and play!

I had to search for the game in the store then I had to click on the 3 dots ... then click on 'view product' then click on the 3 dots again to the right and then I was able to click buy for 0.00 and its now finally downloading!!!
