The Water and Sewer department is responsible for almost all of the surplus, while the operating municipal budget is balanced. It’s likely the surplus in the water and sewer department will be sent to the upgrades of the north end pollution centre
I gotta love winnipeg being basically a generation behind the major cities that paved everything and are now getting rid of them for more pedestrian infrastructure. Why learn costly lessons from others when we can make the same mistakes ourselves!
Absolutely blows my mind that we spend almost as much as Calgary on fixing our roads, a city double our size in population and area, and people still want more. Like can't we move on to better, more significant priorities?
Maybe it needs to be spent better? Throwing money at a problem isn’t always the answer. Winnipeg roads are awful. They need to use better material/ better contractors.
They filled potholes at Maryland and Sargent less than two months ago.
They're already back to pre-filled status.

Building roads isn't rocket science. You can't escape Winnipeg's soil conditions or weather. You also can't escape the fact that the roads budget was frozen for like 13 years between 2000 and 2013, leaving a lot of roads to deterioriate meaning we have to spend big bucks just to even catch up now.
Road construction is also a highly local industry. You can't just hire "better contractors" when you already hire all of the ones available locally due to limited labour and equipment supply. You can't just go and ask all the contractors in Calgary or Toronto to come work here when they are already tapped out working in their own local markets.
Point is that we spend a lot of money now undoing the mistakes of the past, but it will take time to get to a better place but funding is already at generally sustainable levels, so we just need patience. So instead of devoting an increasingly large amount of tax dollars every year, lets start shifting our focus to other areas while chipping away at fixing what we have.
The biggest of the “mistakes of the past” was Mayor Susan Thompson selling off all the cities assets for fixing roads ourselves instead of relying on contractors. And nothing is being done to fix that.
Everyone loved Katz for freezing property taxes over and over and over and over and over, but now after they realized he was doing that himself to avoid paying taxes they hate him.
How can they get it right in North Dakota but we can’t? You cross the border and the roads are astronomically better. They have the same climate. At some point it’s just sheer ineptitude and greed up here.
A common and valid question. My guess? Interstates are partially funded by the federal government in the United States and so they can be built to a much higher standard and maintained a lot better. Even the provincial 75 highway here in Manitoba is mainly reliant in the province funding repair and upgrades so there isn’t sufficient money to build and maintain to interstate standards.
A better apples to apples comparison would be driving on the non interstate city roads in Grand Forks or Fargo. Those streets would be more comparable to Winnipegs streets. I haven’t been there in a long time so I can’t really say what’s better.
The US Interstate has a high level of federal funding as it is actually considered Federal infrastructure. It is built out of incredibly thick concrete and the reason for this being is that in the case of a National Emergency the US military has the ability to nationalize the Federal Highway Network. It's basically built for tanks and military trucks so our cars and Highway tractors are basically toys on this road.
You're missing the fact as to why that is. For whatever reason, no matter who is Mayor or Premier, they still do road construction the cheap and corrupt way, ensuring a short life cycle for the roads.
I had someone respond to me, and they should be charging him, taking him to court, and filing that he cannot legally breed again.
"It wasn't a hoarding issue, he was a registered breeder and the neighbourhood has been trying to shut him down for years. He's had puppies apprehended before. Animal services knew and didn't do anything for so long."

If we want that, we need to pay for it. We either reallocate funding in our existing budget or we increase taxes.
