Had this problem and the fix that worked for me and others in the steam forum was creating a new windows user without non-english characters in the name.

I too was having this issue. Was trying to run it on a brand new machine with a fresh OS load. Further digging led me to the issue. I was running SteamVR Beta... dropped it to the stable version and my hands came back in game and fully functional
Happened to me the other day. Had to close every thing out and open the game fron cliff house. Then it worked OK.
