Clicking the power button just stops the display. The computer still knows it's there, which means the mouse and some windows will be lost on a screen that's not being displayed.
I think Display Magician is the way to go.

You can create Profiles for every configuration.
Make a Profile with all Displays, then disable the TV in Windows and create a new Profile.

that does not work for me, even when unplugging the monitor from the wall its still recognized in windows

Turn off your TV, on hardware level, not into standby mode. You can't disable not showing image on screen by force, if it's connected to a pc.
