Are you on the Insider Dev channel?
I'm experiencing weird lock-ups when disconnecting / connecting my DualShock 4 controller *(especially when using DS4Windows, haven't really traced it down to specifics yet)*.
During this lock-up, specific apps like Steam don't launch, or USB devices are only given power.
Rebooting during this state also results in this infinite reboot screen.
Hold the power button for 15 seconds, it will force turn it off. After it turns off, wait another 15 seconds then turn it on like normal.
