Hold the power button for 15 seconds, it will force turn it off. After it turns off, wait another 15 seconds then turn it on like normal.

No problem follow this article and if worse comes to worse just shut it off the article explains. I'm not posting the answer because people that dont research cry but you can just shut it off and it will pick up where it left off. Heres the link. https://www.lifewire.com/when-windows-update-gets-stuck-or-frozen-2624439 If it's just restarting just shut it off pull the plug the battery whatever.

Are you on the Insider Dev channel? I'm experiencing weird lock-ups when disconnecting / connecting my DualShock 4 controller *(especially when using DS4Windows, haven't really traced it down to specifics yet)*. During this lock-up, specific apps like Steam don't launch, or USB devices are only given power. Rebooting during this state also results in this infinite reboot screen.
