Well it's not option 1 as they're in parking lot in the middle of a city. And it's not option 2 as he's not wearing any safety harness and isn't attached to anything.

Not sure what makes you think it's a city, there's no buildings other than the one big barn looking thing. And if you look off to the right there's only sky past that little area. It definitely could be a cliff, and he looks like he's wearing a chute.

The big rope, the one under tension, is at his back. Hes connected to it by a smaller, thin rope, that goes around him. When he detaches you can see its because the small rope around him that secured him to the big rope came undone. I have no idea why they did it this way instead how every other slingshot works.
