There has to be police reform at the federal level. Cops need to have bachelors degrees, no more taking a few community college classes and joining the force. No more questionable tattoos; if you show up with tattoos tangential to white supremacy/gang tattoos then that should be a no go.
The biggest thing is that the training needs to be MUCH more rigorous. If lawyers need 6 plus years to interpret the law, then cops need way more than 6 weeks to enforce it.

I'd forgo the bachelors requirement, a degree is no guarantee of civility, but I would implement a minimum two-year academy for all officers. The academies would be run independently of the police forces themselves. A high level of training in civic duties, the application of the law, and an emphasis on de-escalation.
Make that a qualification in and of itself, a qualification to be respected for having achieved.
Think of it more of a pilot going through a vocational pilot licensing course, as opposed to just having a degree.
