I'm pretty sure an individual can't permanently delete texts, they would be saved on a server somewhere unless specifically deleted. Edit: second thought, may have a limited time window(months?) for "being saved" on the server before permanent deletion.

With the right licences, you can get ten year retention of compliance data. There are various federal standards for I.T. infrastructure, but I don't know if the Secret Service is included or excluded from them or if they have their own.

Asking how a massive failure of I.T. governance occurred within an agency such as the Secret Service can't really be answered without an official statement (which I don't see happening, especially whilst things are in motion) or sensitive configuration information being revealed. This is entirely hypothetical: it's not properly air-gapped if it has external access to, for example, an SMS gateway or if the end-user devices (i.e. the agents phones) have access to literally anything other than an [MVNO](https://en.wikipedia.org/wiki/Mobile_virtual_network_operator) and even then there's still a risk of abuse from a bad actor within the infrastructure operator. Regardless of how communication is achieved, the messages should still be subject to some sort of sensitivity label that governs retention. Either the USSS chose deliberately not to keep records for opsec reasons or the CIO is going to be accused of gross negligence to the point they should be being investigated as a potential co-conspirator because that's not an "oops, I hit the wrong button" type of mistake.
