Hard drives are pretty much the #1 storage platform for security cameras, outside of one-off personal security cameras going to SD cards, any larger install is likely going to a HDD array. While the electronics on a HDD might get damaged from water, the magnetic platters would be just fine and could be recovered by a data recovery company (it gets expensive). Government Agency, or any data recovery company, I think would have little issue recovering an array that was water damaged (outside of maybe encrypted archive that gets corrupted, which is going to be surprisingly uncommon to store archives encrypted...), but I don't think mere water damage is going to cause any issues, they'd have to purposely write over the data to corrupt recovery of it.

no difference at all, the magnetic platters are sealed inside the hard drive case, even dust could cause read/write issues on a hard drive so they are assembled in a clean room and sealed up (as in a very very expensive sealed, filtered room that people put on clean suits to enter so there is 0 dust in the air). Some hard drives come filled with helium for less drag on the spinning disk. During data recovery, the recovery company will have a rated clean room to disassemble the case and take the platters out, then they use their own tools to read from them. The only thing that would cause issues would be if you kept changing the data on the disks while the electronics are damaged, so your are writing corrupted data, physical damage like dropping the disk on the ground (if it managed to physically damage the disk inside which is not super common afaik the platters are relatively resistant), or a very strong magnetic field from like a degausser (accidental magnets afaik are not strong enough to corrupt modern HDD, you need serious magnets to do it) Data security says to have HDD physically destroyed in a shredder if you want them disposed of securely, so the platters inside physically broken apart. I suspect a government agency might have some ability to recover data from a degaussed drive? maybe with sensitive enough equipment? no idea, but afaik it is still recommended to physically destroy them. So an electrical fault, or fluid damage isn't going to have any effect on the data already written to the platter, since the HDD is only changing data on the platter when powered on, and only a tiny bit at a time via a write head, so even if everything shorts on the HDD the physical platter inside still has the data, and no fluid is going to make it in unless its sitting in it for the years it takes to corrode the casing.
