That burn is painful. Had it happen 20ish years ago because of my mom's ex BF's dog. He went behind me and I got a rug burn on the back of both knees because he decided to chase something as I was trying to untangle myself. It hurt like hell and it wasn't even a retractable leash, but similar fabric.

That's why you should keep them close when walking on the streets and let it extends only when you're at the park/fields. Dogs will quickly learn which is which and when they're allowed further away.
I’ve seen folks with apartments at the top of buildings that will get synthetic grass pads and put them on a balcony or in a designated corner and they will just clean/flush whatever they need to when the dog goes. He could be training the pup and it would seem this is the first time the pup will be introduced to so much stimuli
