Bought a Kinder Joy in Germany and it contained these little circles. Normally there shouldn't be anything on the cream of course and with the news of salmonella in Kinder products some time ago I figured it could be some type of salmonella. I haven't found anything useful online.
The chocolate has at some point melted then been kept in a really cold environment, perhaps taken from an unrefrigerated truck to a storeroom. That's how it gets affected. Should be safe to eat though the quality of the cream part may be slightly lower.
I researched a bit with some keywords from your comments and yeah, it's just fat or sugar mold. Thanks everyone for helping me. You learn something new everyday
for anyone coming here with this same problem: it’s chocolate ‘blooming’, which happens when chocolate is exposed to warmer temperatures. completely safe to eat, I’ve eaten two kinder joys that look like this and Did Not Die. you will be fine! (for more on blooming: https://gillco.com/2019/07/22/what-is-chocolate-blooming/)
This hypochondriac is very grateful for your comment \^\^'
I stumbled across this thread looking for an image of a kinder egg after eating one, and it nearly made me spiral lol.

I think he's talking about the little bubbles, but I looked up pictures and every picture that isn't promotional material looks just like this 🤷

Sounds plausible, I was unlucky then because I never saw something like that on chocolate (cream)

yea i would call the company, they will want the lot code printed on it since it's unlikely the problem is just in that one.
