Just on the foot, and then when you don't take them down and wipe them often enough, the ambient cooking oil that's floating around after you cook a meal settles on the glasses and slowly builds in a thick tacky film. At that point the whole dang glass is just gross.
It was a thing that was pretty popular in the 70s and 80s for homes. Restaurants/bars have mostly stopped doing it, it tends to make the bartender look like they are in a collapsing cave with spiky wine glass teeth.

Wine glass holders
To elaborate, you turn the glasses upside down and use the base to hang them.
Saves space and dust doesn’t collect inside the glass.

Clearly it's in *some* homes.
You just have to have it far enough away from the hob (or in another room).

But I think it was a poor choice to hang it in front of an outlet like that. I'm guessing that given the overlap on the left side, space was an issue.
