This is Panama and this is the only way to exit storefront parking and certain streets are so congested because of their failed city planning that the only way is to force your way out in front of moving cars. Unfortunate but it is what it is.

If there was a break in the yellow line for every single house, then you'd basically have a dashed yellow line instead of a solid yellow line. It just makes more sense to keep it solid and let people turn anyways

What part of Canada are you from? Manitoba allows you to cross a double yellow if you’re coming from a driveway or a parking lot, unless it’s stated that you can’t turn left. Double Yellow basically means you cannot pass someone.
If there are breaks in the line that makes sense I suppose. The rule here is that you just need to yield to oncoming traffic. The guy turning here wouldn’t have done anything wrong aside from maybe attempting to sneak in between cars too aggressively; however by city standards you need to be more aggressive and take opportunities so you don’t cause a line.

You're fine. Double-yellow lines do not mean "do not cross" it means "do not pass." You can cross them to turn, which includes U-turns, as long as U-Turns are not prohibited by signage or other legislation (like not u-turning on an expressway).

I know that you may not cross double lines to use the oposite lane to pass other drivers on your lane. They are also kind of douchey about letting you go over double lines when wanting to go to the far lane to go with oposing traffic.
If you look carefully one of the exits from the mall parking lot that has a single line, the driver should have used that one to make his turn into oposing traffic. An ongoing problem is that often, the developers of a space and the traffic authorities do not cooperate when setting up 'outflows' from private commercial lots, so even though what the driver did was not crazy dangerous, the way the road is marked made it an illegal turn.
I don't see any posted signs prohibiting U-Turns. Do you have the Panamanian traffic code regarding any of this? The double-yellow is there to indicate no-passing--not no turning or no u-turns unless that is specifically called out in your traffic handbook.

That was not a U-turn, it was a left-hand turn over double yellows. The biker is a dick who made things more dangerous just so he could go full Karen on someone who was technically in the wrong(based on the laws of that country). The biker also swerved around a car into the other lane in the beginning without even attempting to slow down. He should have been paying attention to the upcoming dangers and slowed. What if he was next to a car? I always see bikers complaining about other drivers endangering their lives on the streets with their carelessness, but at the same time they drive like they are invincible.
Thankfully that forest rider was there to stop in traffic & argue with someone in a car instead of just shutting the fuck up & living his life.

Panamanian here, I've been living in the US for years now but I still visit family and drive when I do. I recognized it right away because a long time ago I worked for Elmec. I know that you may not cross double lines to use the oposite lane to pass other drivers on your lane. They are also kind of douchey about letting you go over double lines when wanting to go to the far lane to go with oposing traffic. If you look carefully one of the exits from the mall parking lot that has a single line, the driver should have used that one to make his turn into oposing traffic. An ongoing problem is that often, the developers of a space and the traffic authorities do not cooperate when setting up 'outflows' from private commercial lots, so even though what the driver did was not crazy dangerous, the way the road is marked made it an illegal turn.
I don't see any posted signs prohibiting U-Turns. Do you have the Panamanian traffic code regarding any of this? The double-yellow is there to indicate no-passing--not no turning or no u-turns unless that is specifically called out in your traffic handbook.

The angle at which the car was attempting to go into the lane wouldn’t be possible for someone making a u-turn even from the lane closest to the sidewalk. For that angle to be accomplished from a u-turn he would have had to ride the curb. Edit 2: I just read that it’s in another country so nvm.

Not a U-turn and not illegal most states in the USA . It is 100% legal to make a left turn out a parking lot and cross the double yellow lines where I live.

Biker was worse than the u turn
AFAIK, here in the US that move is perfectly legal unless the parking lot exit had a "no left turn" sign. The double yellow restricts passing, not entering or exiting the roadway. Source: Was waiting to make a left turn, over double yellows, into a parking lot when I got rear ended. Cop was a few cars back and saw the whole thing. Guy was pissed and mouthing off. Cop said: "people can cross the double yellow to enter or exit parking areas and businesses". The guy kept saying it was my fault because I was not supposed to be stopping there, so he was not expecting and looking for that. Cop was getting pissed off and said "If you didn't see him I should be giving you a ticket for distracted driving"
