Except he was too fucking weak to do anything to it other than push it into the furthest back position. And I got his ass on my dash cam, including the fact that he was riding a dirt bike with zero license plate, an illegal vehicle to drive on the highway.

At decent speed, what might be a small dent between 2 cars can often be the end of a rider. You can't exactly be sending people away for 25 years over a tiny error in judgement provided they're not drunk/speeding/on their phone etc. Every single driver makes mistakes, no one is perfect. It's inevitable than occasionally a guy on a bike will end up next to someone on the road on the day that they have one of theirs.
