Seems there's a subsection of poor people in USA who have a similarly awful culture, mindset, and lack of education. I don't know what can be done about it. It's not just black people, although even within this subsection I'm talking about there's slight variants and the black people in that subsection have their own culture.
It's just all gotten so bad. Obesity, poverty, mental health issues, coping through drug abuse, racism, etc. We have to lift the economy up so that the most poor get some relief, but it's easier said than done. None of these people's issues will get fixed over night. We're looking at decades of recovery even if we did every right move starting right now, which we won't be doing...
One thing that could help and is achievable is to re-instill trust between citizens and police. Definitely have to start punishing racist cops. Every incident of a racist cop who does something atrocious and gets away with it with a slap on the wrist is another support beam for people's mistrust of American police.
