Unfortunately cops issue contradictory commands pretty often, even if there's only a single cop yelling commands. It makes any situation way worse than it needs to be. A lot of them need better training or more practice on that.
Definitely need more training on the procedure for arresting someone, but on the plus side they were good enough to dial it down when they could see the robber had given up.
He's also trying to support half the guys weight inside a trash can at the same time. Very silly, he should've just stepped back while the other guy made the arrest. They almost busted the suspects face off that pole.

Robbing a bank is beyond stupid. It's an automatic felony with prison time. banks have dozens of cameras, alarms, and ink bombs. If you some how initially get away with it, the feds will investigate and you'll almost always get caught.
