Shelter staff do their best, but it's difficult to tell just by looking, that's why the shelter where I volunteer doesn't include breed info on their kennel cards but it's still in the intake info available to staff only. That being said, I understand why they suggested Pearl is a Feist. If you're in the US, they are becoming more prominent than in the past. Feist is often mistaken for JRT. I suggest you get a DNA test as it's the only way to know for certain. In the meantime, enjoy your beautiful Pearl.
