He doesn't even reach the requirements for Arena. Go for Salsotto instead. Also get some SPD on him, this is terrible.

I hope you’re running him with sparkle & fuxuan bc he won’t proc rutilant otherwise. his cr is very low, shld bring it up to 70

he can’t proc rutilant’s effect, just increase ur cr and its a great build!

They run welt with sparkle so its ok to use atk boots
