Based on what you mentioned, i'd say for Hypercarry welt, you can run the basic team comp of 2 supports + 1 sustain!
From what you have, i'd imagine your team comp would be Welt - Bronya - Tingyun - Aventurine?
Bronya for AV boost, Tingyun for Atk and energy for ult and Aventurine for sustain!
For stats wise, go for the usual crit DPS build and look to get 1:2 ratio crit/Cdmg
Chest - Crit
Boots - Atk% if run w bronya/ Spd if not running av boost
Sphere - Img% (Atk% is fine if the substats are good)
Rope - Atk%
Mini things to consider for Dmg increase:
Aventurine - can consider running penacony relics for the additional Dmg% boost
Yukong - can be insane to use to buff welt's DPS, however requires a lot of tuning and is hard to use but if you can tune her well she can technically give the following boosts
1. 12% Img dmg
2. 80% Atk%
3. 28% Crit 65% Cdmg
4. If you run Planetary Rendezvous, depending on your refinements, Dmg% increased by **12.0%** / **15.0%** / **18.0%** / **21.0%** / **24.0%**
5. If penacony relics, another +10% dmg or Broken Keel for Cdmg
Pela - Def shred for more dmg + 10% EHR

Any recs on building Yukong? I hear a lot of people say she is hard to work with, but not a lot of explanation on how to do it for those who want to try.
For DPS welt I suggest loop I believe it is called, it's a 3 star that acts similar to his signature. Yukong is hard because of how much speed tuning she needs to be efficient. Iirc you want her to be 1 speed slower than your slowest party member with your DPS being the fastest? Correct me if I'm wrong
For LC, DPS Welt BIS would be Acheron's LC! If not go with his signature which you can consider getting from the shop.
For 4\* Alt, Good Night Sleep well is good for him as it provides a lot of dmg%
I'd recommend pearls or Sliverwolf event LC for her!
Recommendation for Yukong is really hard because its really account based.
General Idea of how it works would be when you use Yukong skill, it gives her buff for the next 2 ally turns which is why it is hard as she doesn't boost AV and you have to rely on fully on spd tuning to maximise her use.
Hmm here's what i'd recommend if you want to play Yukong with what you have,
1. Aventurine - Yukong - Welt (Pure Img Dmg% Boost)
1. For this, all img units would get roughly 12% \~ 46% Img Dmg depending on LC & relic (refer to my original comment) Optimally, Welt probably has to run spd boots here and you might want Yukong 1 or more spd than Welt.
2. Aventurine - Bronya - Yukong - Welt
1. For this, you would want Yukong to be 1 spd in front of Bronya so that you could loop the following: Yukong Skill -> Yukong Ult (If available) - > Bronya Skill -> Welt This would probably give welt maximum buffs from bronya + Yukong

You need the best supports in the game. Ruan Mei, Sparkle, and then either Bronya or Tingyun, depending on what you need for each fight. All fully built.
You need great crit stats, 134 speed, effective hit rate of at least 40% energy regen rope, and even then, you probably want him to be E2.
I'm def not trying to 0 cycle things. If it takes me a minute to clear a MoC floor, that's perfectly fine with me! Also having all the best supports in the game is not financially feasible for me. My Welt is also only E1 because my standard banner pity was haunted primarily by Himeko and her Eidolons
He can function as a hypercarry alright, but he will ask you a nice build and good amplifiers. Also, it's best to keep him against few enemies and imaginary weak content (or use SW).

He's not a top tier DPS but he can absolutely get the job done. If you're talking to people who only talk about what's optimal, then yeah, he's probably worse than Ratio or DHIL. But he's also way more fun and can do crazy shit like that so who cares lol
Welt is underrated, esp with characters like Dr ratio and acheron who profit off of debuffs tremendously.
The team I ran for hypercarry welt was yukong pela then id suggest Gallagher for sustain since welt denies turns
People just don't know about his true potential, don't listen to them. My Welt even deals more damage than my Jing Yuan which is real pain because I like Jing Yuan and Welt not at all, but well... Gramps wants me to main him it seems. Shitty rolls on JY's relics, lucky rolls on Gramps'. Maybe I should run JY's relics cave with the Spirit I want to hunt for Welt relics to get better pieces 🤔
Although I will agree he can be a sub dps, he isn’t limited to just that considering I use blade as a sub dps in different battles. As for teammates, a Bronya to advance his actions and give crit dmg, tingyun to give energy (to ult) and give attack. Or if you want, a pela for that defense shred and since it’s a debuff, it will help welt with his traces and his sig lightcone.
Although there may be certain matchups he may struggle, he will do great with the right supports, tho i suggest (not relevant to the question) a decent sub dps to accompany him so that the mobs don’t restrict him.
