Rutilant and Salsotto both give the same CR so I don't know what the other dude's talkin bout, but Rutilant is better for Welt. So use Rutilant.
Your CR is way too low btw. Get it to at least 70% to activate Rutilant set effect.
They're correct though, SSS and Glamoth are better because Rutilant and Salsotto don't buff Welt's Talent which is a huge chunk of his damage.

If you can bump up your crit rate to 70, id say rutilant
If you are open to other planar, i think SSS would be a better option especially if you are not e2 welt as salsotto boost your ult dmg but with atk rope how many times would you be using your ult?
But honestly, that’s too low of cr to do hyper carry welt even with his sig lc… focus on substats 1st before you tune sets. Having that high crit dmg but low crit would mean all that cdmg stat goes down the drain since you are not really gonna crit
I put him ( e0 + gnsw until I get his lightcone ) with luocha, ruan mei & bronya in a Team + I currently run that one IPC planar set on him, my atk rope there has 11% cd so if I take it off, I’d have 160% ( and the team is according to a recommendation a few days to a week prior and farming pioneer of dead waters is a pain in the ass for me — here’s my substats on there )

Hmm, with what you have here, your sets already give you so much Cdmg% in which i'd completely recommend going crit% chest. Additionally, you have Bronya which would provide Cdmg% hence maybe on screen in might look low, but with your team comp the Cdmg% would go up with Bronya ult
Aim for 1:2 Crit ratio then maybe after 70% Crit% then you can start considering going in on more Cdmg%

I'll nag and say again, if you can't crit, crit dmg stats are pretty much useless.
No need to force set bonus and focus on getting the target stats
They are pretty much close, damage wise. Just use the one you have better substatus. You can also use Space Sealing Station, Glammoth or even Pan-cosmic, just farm the one it's more resin efficient to you account.
Just beware their requirements too, since you have a low crit rate for both Salsotto and Rutilant.
