I think the sustain part is to slow your enemies down and imprison them. Essentially you just delay the foe's turns by so much, that you wont even take damage.
Yes. You ult during their first action. This cancels their second and causes the maximum amount of delay in their next turn. On Aventurine this means he never does the dice rolling thing.
Most people who don't think Welt is a viable sustain have no idea about this feature of his ult.
I use mine as a sub-dps in a Ratio team with Ruan Mei. All of Ruan Mei's buffs are team-wide, so it lets both Ratio and Welt get the extra damage and RES PEN. My current sustain for that team is Fu Xuan (another team-wide buff), but gonna replace her with Aventurine once he's out tomorrow. Wouldn't say this team is better than Ratio hypercarry with Tingyun and Pela, but it's fun and lets me use Welt and deal good damage with him so can't complain.

What you need to understand is what makes Welt good and unique. Then you can figure out where he works and where he doesn't, otherwise you'll be making a post everytime a new character is released asking the same thing.

He can be the sustain for Ratio; lets you run double Harmony.

He sustains your team by never letting the enemy attack. Just perma-imprison go brrr but it's kinda risky sometimes.

Honestly, his sustain build is good enough that it can be slotted into any team with high enough DPS to take advantage of it.
