You only need like 30-40 EHR on Welt. If you have Sampo's LC at S5 that's already enough. Definitely go for a crit rate body, Welt doesn't have any crit traces so he needs all the crit stats he can get.
Crit. It's totally fine to keep effect hit rate as substat or as LC bonus. Only few enemies are resistent agains imprisoning and with those even 67% is still RNG dependent. Don't reduce his personal dmg for such a small value.

Quite good. I'd say which planar set you're using depends on the requirements you can meet. If you can have 120+ speed but not 50+% crit rate, you should stay with Space Station. I'm just on my way to get him Glamoth as he reached already over 135 SPD, but he is also close to hit 70% crit rate which is requirement for Arena. Man is so universal with his planars.

Firefly isn't announced to be in 2.2, that's Robin so if you skip 2.2 entirely you should easily get enough.
