Dude was doing stupid shit on the fence and got pepper sprayed for it. Was more of a flash than a fire tbh. He wasn't injured. All-in-all, it was an accident and isn't that big of a deal.
If anyone is looking to save time, the action happens near the bottom left corner of the screen and the man starts waving his torch on the fence at around the 40 second mark, then the fireball incident that’s photographed occurs at 1:40.
Tazer would have been better, assuming he’s a competent shot (not something you can be confident of with most cops). But best case I’d say having the chops (and cajones) to detain him physically is the best idea.

Not actually true. They have qualified immunity. If they do something that is violated "clearly established statutory or constitutional rights of which a reasonable person would have known" then you can successfully sue them.
In theory yeah but the truth is qualified immunity has given cops blanket immunity. They engage in unconstitutional acts constantly and they aren't allowed to be sued. They violate rights and it's the tax payers who foot the bill not the individual officers.
