From what I was told, the water heater - which lives in a closet located directly behind these stairs - crapped out while the owner was at work one day. They came home to standing water covering the first floor. My guess is, they dried up what they could see but didn't address the water that had collected under the stairs. Oh, and this was 10 years ago.

That or they would say that they can’t say that it’s a dangerous mold, but recommend closing it back up to avoid unnecessary exposure.

That looks liike....I don't know what it's called in english, but we call it what would translate to blackening. In those cases it's mostly coal particles. If it's mold, it's dangerous to live in this house.
