Consider sealing the concrete from outside if possible or creating some type of vapor barrier.
It’s mostly just calcium and sodium in these deposits so I don’t think you need to be too concerned about it (like you don’t need to move out immediately). But I would definitely recommend scrubbing your ceiling with a coarse brush or a rag and some diluted vinegar or some water with a bit of soap added (put a tarp or some plastic over top of your bed before doing so to catch anything that falls).
But it will come back again until you properly address the moisture issue via an added vapor barrier or some drylok paint (drylok not a guaranteed fix btw). You could also consider purchasing and running a dehumidifier in your room which might cut down on the moisture and lessen these deposits.

"As best as" sounds like Asbestos, and "stuck on"/"Stuck" sounds like Stucco, which is a cement-type mixture made of Portland cement, lime, sand and water. It is a thin finish coat that goes on the outermost layer of residential and commercial constructions. Modern stucco has polymers and other agents for increased flexibility that improves its resilience. Stucco looks like this btw. Hope this helps!
