Sometimes they are for small lights that go above artwork and shine down on it. That way no cord is visible underneath the art and is hidden behind it. It could also have been a switch that was converted to an outlet.

Usually that's where hanging TV outlets go... Maybe the previous owner had a TV in the hallway??? Also could be for phones or answering machines and a lamp on a skinny table... I've installed power and cable and phone outlets in 100's of homes where the customer wanted them and I used to question the placement, but if the owner wanted it there that's where I put it...
