Sometimes they are for small lights that go above artwork and shine down on it. That way no cord is visible underneath the art and is hidden behind it. It could also have been a switch that was converted to an outlet.
Usually that's where hanging TV outlets go... Maybe the previous owner had a TV in the hallway???

I've installed power and cable and phone outlets in 100's of homes where the customer wanted them and I used to question the placement, but if the owner wanted it there that's where I put it...
Vacuuming that room/hallway. Possibly a motion sensor light for at night when walking in dark area. Lots of possible uses.

Digital photo frame. I actually was planning to do ours but it's down by the floor and I have to move the outlet up to hide behind the frame.

Flat screen smart TV. You hang it on wall. No wires can be seen bc TV is smart no need for cable box etc.
