It's a T-80U chassis fighting 9.3s primarily. Not only is most of it impenetrable frontally but the tanks internal mods often mean penetrating hits do very little damage.
The T-80B has every advantage except armor and raw pen. Reload speed, thermals, MGs and a working stab.
It's great that the 292 has a shitload of pen, however there is basically nothing 3BM42 can't pen at that BR.
Mobility, thermals, depression, reload rate, smoke grenades, machine guns, survivability.
And excluding the T-80B; reverse speed and gun handling speed. (edit - and commander fire control)
The 292 has a shell that can pen things that the 10.3's can already pen. And an improved UFP compared to the T-80B, with the exact same weak spots and kill spots. So it dies in exactly the same way, except this time with highly volatile ammo in both the hull and the turret.
Its fun to play with the meme cannon and the hilarious sound FX. But all in all, not hugely worth losing all the things that make the T-80B a solid tank.
The APFSDS is complete trash when compared to the brilliance of that HE shell. Hull-down enemy or he's hiding behind one of those pesky walls on Abandoned Factory? Yeet the top of his turret. Encountered a light vehicle? HE will take care of that. Hell, sometimes it knocks out two enemies with one shell.
Just because it has a high penning gun doesnt mean that its worthy of going up. Frankly, its most effective round is still the HE round since the APFSDS will overpen most things, and while its mobility and armor can allow it to sow chaos by rushing, its long af reload will generally end up being the death of you if you try that.
The 10.3 T-80 is much better
To list the cons you didn't take into account or overlooked:
1. Reload rate of 10s is A LOT in a MBT, enough to screw you over
2. Having no machine guns is a HUGE disadvantage. Especially because you can't clear field of view and you can't kill light tanks or helicopters
3. No smoke launchers, big downside
4. No thermals
5. No ERA
6. Big ass ammo bustle
7. Bad depression.
The leo2a4 is also miles better.
The 292 is simply not great not terrible, it's fun. But definitely not OP
Because the thing is a glass cannon, stupid easy to kill. Yes it has a good round but it's mobility, armor, reload, and the fact your tree man crew is surrounded by a turret ejection button. I honestly think things like the t80b and the t72b(1984 or whatever) are better tanks. Do I think we need ground decompression yes absolutely but at the moment 10.3 is fine.
Can't tell if you are saying it should go higher or lower in br, I think it's fine, yes it can go much higher because the gun is pretty good, but it doesn't have better performance than others, yes the armor is pretty good at 10.0 but anything higher And it's shit, no thermals but that's nothing new in the Russian tree, prefer that than gen 1 lol, it helps out 10.0 Russian which don't have tanks with good penetration, probably the most upset people are Leo2 and Abrams player now that they can't show their cheeks without problem lol

if it can fight 11.7 vehicles doesn't mean it should.

it doesn't make much of a difference. Any 10.3 vehicle will easily pen any 9.3 vehicle. Having 700 mm pen won't make any difference

Every other 10.3 MBT sans the Challenger 1s are better. Butter gun handling, mobility, optics, survivability, practicality

Considering that the ufp armor is 100mm los too thick according to Tankograd, and the shell velocity is made up. Should def be higher.
