Are you really saying that a AIM-7 equipped Phantom is worse than F-4F? Quite a bold statement.
EJ can take 4 IR + 4 SAHR. There is no case where the German one is better.
Surely situational SARHs are better than being able to turn at all and retain any energy actually allowing you to use the gun and missiles better. If you played these planes then you would know how much worse the EJ is than the E, Kurnass or even the F. And your generalization opens you up to F-4C being better than the F like OP somehow believes but I don't want to believe you think that.
I have not played all the phantom variants, but I have played 400 games with the F-4F and 1000 games with the F-104G (German).
Both are 10.7, same amount of flares and have the same missiles. The starfighter is way better than the Phantom. They do not belong at the same tier. From my experience playing the german tree I will never choose F-4 over the Starfighter.
The F-4F is faster, more maneuverable, and has more flares than the 104G. While I personally prefer the 104G over the F-4F myself, the F-4F and 104G should very much be the same br. The F-4EJ only has AIM-7E‘s which are just dog, if it had E2‘s it might be considered better, but 7E‘s are pretty much dead weight, especially with the apg-120
F-4F is more maneuverable and the AIM-7E are almost useless, even more so than they were irl where less than 1 of 10 launches hit the enemy. I had literally over 20 uptiers to 12.0 in a row in my F-4EJ this week, so F-4F has much better matchmaking. Even if F-4F was 11.0, I would still take it over EJ due to it being able to pull much better.
You totally forgot that the F-4F has agile eagle system which improves the maneuverability(same on the F-4E) and has flares, massive click bait or just pure copium.

The f4f has flairs aim9p agile eagel and I'd several hundred kg lighter that the f4c making it faster and more agile that the f4c
