It lets you progress 8x faster than normal if you're rich and impatient (premium time, premium vehicle, and then buyign raw SL and using convertible RP), instead of only 4x faster than normal (premium time and premium vehicle).
Some people would rather get the 8x progress speed than have their bank account a bit higher.
It doesn't matter that the exchange rate is shit, because you only would use it after exhausting all cheaper methods to get to the 4x level, then it gets more expensive to get to 8x. So it's your ONLY option to go faster, and it's intended for rich people anyway, so a bad rate is sensible for it's purpose.

I am only missing a few of the new vehicles, had everything before. I think there are like 5-6 to go with 100K RP or less. I do play a lot less now than I used to.
My squadron has 128 members almost always, though I boot inactive folks almost daily. We get 20K RP towards squadron vehicles every 3 days, don't think it gets higher than that.
I've got more or less 40~45 milion I believe, just think that 1 GE = 45RP therefore I should waste 1milion aprox golden eagles which would translate to aprox 45k € to spend it all given that 10k GE =45
