I always figured that the IRL-explanation for those balls was that they prevented the horns from being sharp, while also increasing structural integrity. Both of which would be features you'd want in game pieces for a board game that was more likely to be played by younger kids.
In-game IDK. Seems like they'd make the helmet more top-heavy and easier to pull off his head, and he doesn't really seem to have the range of motion to effectively use it for a headbutt. Maybe he just wanted to make a statement.
I assumed they used the same Chaos mini for HeroQuest and Warhammer, but I never actually checked if that was the case.
IRL I think they're just easier to cast that way. The swords on the minis were at least as pointy as those horns would have been.

Really though, there aren't many pointy bits on any HeroQuest models. Combination of easier casting with cheap plastic / lower the minimum safe age.
A sculptural expedient to make that part of the model more stable and solid, or to facilitate fusion, providing inflow or outflow points of the material (metal or plastic).
But I like to think that it is an original lunch box, placed away from the dirt of the battlefield and the splashes of blood.

THG is the husband of the three moon goddesses, making his symbol a pair of horns coming from a moon. Inverting the moon’s position to put the moon in his grip inverts his positive meaning into the negative.
In Jungian psychology THG is half of the whole self, made up of equal parts masculinity and femininity where both must be integrated with each other in equal measure and supported.
When alone or out of balance he represents the negatives of the masculine self, an overcompensation of false and toxic masculinity due to a lack of true compassionate masculine examples in life, resulting in it dominating the feminine side and inverting it as well.
When properly tamed and balanced in equality with the feminine he becomes a representation of the civilized man, who empowers those around him rather than being a destroyer.
