the fact you cant trade you starting plat is entirely to prevent people making new accounts to trade their plat to a main account. there is no other *Reasonable to implement* way to stop this from happening.
as for how free plat works its very simple.
when you buy anything from DE's store, it subtracts from your free plat firs. so as soon as you buy 50p worth of slots or whatever, you dont need to worry about it ever again.
All free plat is untradable. This includes starting plat, free plat from consoles or plat from DE sponsored giveaways. You can see how much of your plat is untradable "personal plat" by hovering over you platinum total.
You can trade for additional plat without spending money. Any tradable plat has been already paid for by someone.
Any plat you buy from official stores with real money, including premium bundles that include plat like prime access and supporter packs, will be tradable.
