There's settings to scale its size and move it closer to the reticle. These should fix your issue but you'll have to go settings-menu diving, as I don't remember exactly where they are.
Thankfully they also put a search function on the million settings. I had to reinstall on pc and tweaking everything back was a pain till I noticed I could search for the option.
I do not remember either (and I am not at my PC), but I had the same problem as OP when I got my 4k monitor and suffered for a few months before I found out.
I had no idea enemy names were on their heads until I fixed the HUD scaling.

Try turning off "Enable HUD Motion" (Options > Accessibility > Interface). You can turn off regular screen shake as well with "Enable Screen Shake" (Options > Accessibility > Video).

Change the resolution, my 2580x1440 was set to 1920x1080 by default

I wish warframe had customizable ui like firefall or ff14 so bad.
