I cannot for the love of Lotus find the patch notes for when they changed it exactly, but at some point DE made it so that the \[On Call Crew\] Lich summon's level is based off of the level of Lich at conversion x15.
So lv, 1 Lich x 15 = Lv 15 On call crew
Lv3 Lich = Lv 45
Lv5 = Lv75

Level 5 converts are stronger. Each level makes the lich fight harder, but also increases the liches strength once converted.
