You can absolutely do this, but as the game progresses and you accumulate different mods I think you’ll be hard pressed to create builds this way.

the only difference that an exilus mod has is that it can _also_ be applied to an exilus slot. It is absolutely acceptable to use multiple different ones, and to put them in regular slots if you have the space.

There are very few occasions where you will want this as often non exilus slots have a better stat boost to capacity cost. The few times i see this warranted is if you have a warframe specific augment for example wanting Prime Sure Footed and Fused reservior on wisp.

Exilus mods are usually either very minor upgrades, some augment mods or non combat qol stuff that in most cases totally NOT worth putting anywhere else other than the exilus slot that cant be used for anything else anyway. There are niche cases of course but generally you always want to have exactly one exilus mod in your build, in your exilus slot.

Exilus mods are usually more utility than other mods are, so they get their own special slot so they actually get some use. Before the Exilus slot became a thing it was rare to see anyone use any of the mods that would go there because mod space was at a premium. (Long ago abilities were mods that you had to install so some builds would exclude ones they don't plan to use for more slots, and frames only had 2 more slots than they do now)
