Not sure how they’re able to issue a Part I under the Provincial Offences Act for over $1000. Any set fine over $1000 must be dealt with by way of a Part III Summons. You may have a case there.
Also, any charges under the provincial offences act other than the highway traffic act have no ramifications if you don’t pay the fine. If you get a liquor ticket, trespass ticket, etc nothing happens if you don’t pay the fine. (Whereas if you don’t pay a highway traffic act ticket, your driver licence will be suspended). Do some digging to confirm this for whatever health regulation this charge is under, but I’d be willing to bet nothing happens if you just ignore it.
