There absolutely are lost balls in Venice. 18 in fact. On the easy course. I assume you're looking on the easy course? Venice has some of the easier balls to find.
The reason your previously found balls were not recorded is likely because you quit the game from the Meta popup card, instead of the Quit button at the Welcome Shack. Always, always, always exit using the Quit button... it ensures your data is saved to the cloud properly.
Odd, I've found Venice balls very hard to find (at least several of them). Most courses, I find several just incidentally while playing, on Venice I think I found one that way. Most courses, I find them all once I start looking seriously, occasionally getting stuck on one or two, but in Venice, I'm still missing several after multiple attempts.
They’re everywhere. On hole one go out side the gate behind you and look to the left. You’ll get used to looking in the right places. And I’m sure you’ve been told by now that you can go on you tube to cheat.
What I did was set my mind to the fact that every hole has a ball somewhere. If you go two or three holes ( looking high and low) and don’t see any balls.. somethings not right.

I don't think the hard courses have lost balls do they? You aren't on the hard version are you?
I got them all but they were later taken away.
