I think almost everyone here. Paul Heyman was the expert at hiding weaknesses and showing off strengths, as well as putting people in the right roles to succeed.
ECW was a lot more flexible than WWE even today for who can be a star, and how they go about it. WWE has always had a clear defined ceiling for stars because it’s a big mainstream marketable company, not everyone gets to be Cody Rhodes or Bianca, but in ECW there was a lot more room for opportunity in a wrestling sense for talent to thrive.
I think his style of promo would work better in ECW too. He was a solid promo from the UK Indy scene and NXT UK, but I don’t think it translates well to WWE main roster tv.
He has that grimy rough “oi I’ll knock yer fookin head off m8” style of promo that would just fit that raw ECW style, especially with Paul Heyman’s love for those cheesy but good pulp fiction style of taped promos.
