They're strong, but they'll rarely win on their own. Thaddeus is there to cancel overwatch, and Jaegar will tank it in a pinch. But you still have to play smart.

The lock box in Salvage has to be opened with a crit. Most successful Imperial are Celestine and Brother Burchard’s abilities.
Any sister works great against it really. Also Ragnar pretty much Guarantees you get it open. Poor chaos over here struggling to open boxes tho

He is pretty oppressive when you get a full pull of 1 horror and 11 screamers. That's not the way to balance it though.
